Emma Lecavalier is a Postdoctoral Research Fellow with the Net Zero Regulation and Policy Hub at the Blavatnik School of Government. In this role, she is focussed on building the Climate Policy Monitor, a rigorous, evaluative tool providing annual snapshots of the state of net zero-aligned governance across multiple jurisdictions and domains.
Her research more generally is focussed on transnational climate politics and how voluntary and mandatory governance interact among multiple levels of governance and across jurisdictions.
Emma joins the Hub following her PhD in Political Science at the University of Toronto, where her dissertation focused on the global actors and organisations shaping city climate action. She holds an MPhil in International Relations from St Antony’s College, University of Oxford and a BA from Western University in Canada.
