Pan Ei Ei Phyoe is a climate and water specialist pursuing her doctorate at the University of Oxford and serving as a research consultant with the Hague’s Red Cross Red Crescent Climate Centre. She holds dual master's degrees in Water Science, Policy, and Management, as well as Water Resources Engineering and Management from the University of Oxford and the University of Stuttgart, respectively, along with a Bachelor of Engineering from Myanmar Maritime University. Her work focuses on bridging science, practice, and policies by developing sustainable water management and climate adaptation strategies.
As a water resources engineer and trained social scientist, Pan Ei’s doctoral degree aims to develop an interdisciplinary framework to assess the climate information and service needs of water managers in regions vulnerable to climate extremes. Her research will explore the use of long-term climate information in the Tana River Basin in Kenya, highlighting the critical need for tailored climate information in water resources planning.
At UNFCCC COP28 in the UAE, Pan Ei plays a critical role in advancing the climate and water agenda of the Presidency, drawing on her extensive experience in integrating water security with climate policy. With over five years of experience in the water sector, her background is marked by significant work with the International Water Management Institute, International Institute for Environment and Development, Alliance for Global Water Adaptation and International Hydropower Association, where she focused on sustainable water management and governance. Additionally, she has demonstrated leadership and coordination skills through her role with the Oxford Water Network at the University of Oxford in the UK, further showcasing her commitment to advancing water-related agendas on a global scale.
